On March 22, 2024, Logistics Industry Reference Council (LIRC) attended a meeting: “VET Project progress review for 2023 and finalising workplan until December 2025.

During the opening remarks of the meeting, Ms. Tran Thi Lan Anh, a member of the Standing Committee and the General Secretary of the Vietnam Chamber of Commerce and Industry (VCCI), expressed her high regard for the “Promotion of Enterprise Participation in Vocational Education in Vietnam” program. She emphasized the crucial role that fostering enterprise involvement plays in vocational education, a mission that the VCCI has been actively pursuing. The project has served as a successful model for implementing this objective into reality. She also commended on the program’s continuous innovation and has achieved impressive results. Futhermore, she hoped that the experience-sharing session amongst many partners during the meeting would yield a multitude of innovative initiatives to cultivate a skilled logistics workforce, particularly in the context of upcoming consultations in regard to Law on Employment.

Ms. Vu Lan Huong, Deputy Chief of Office of the Directorate of Vocational Education and Training (DVET) within the Ministry of Labor, Invalids and Social Affairs (MOLISA), also highlighted the accomplishments of LIRC. She further proposed promoting communication to facilitate the widespread adoption of the LIRC model throughout the VET system.

At the meeting, Ms. Cao Thi Quynh Giao, CEO of VSG Magazine and Vice President of LIRC, shared the results of the council’s activities in 2023. Key activities included the 20th, 21st, and 22nd regular meetings of the Logistics Industry Skills Advisory Council; The evaluation of vocational skills standards for 4 job positions in the seaport; The development and finalization of a Vocational Skills Forecast Report for the Port Industry during the 2024-2028 period; The development of a report reviewing policies relating to sectoral skills council’s activities; and, especially, LIRC’s first-time participation in exhibiting its products at the Vietnam International Logistics Exhibition in 2023.

During the panel discussion, Mr. Vu Ninh, Member of the Board of Directors of Gemadept and Chairman of LIRC, acknowledged the positive impact of the Law on Enterprises in fostering a conducive business environment. He further emphasized the significance of the Law on Employment in promoting vocational education activities. With the support of DVET, the Australian Government, and VCCI, LIRC believed that this model would be well-suited for sectoral skills council activities in Vietnam. Mr. Ninh reckoned this as the biggest contribution LIRC aspires to make in the future. He additionally highlighted the important role of vocational skills forecast reports within the strategy of “PROMOTING THE UNINTERRUPTED DEVELOPMENT OF A HIGHLY SKILLED LOGISTICS WORKFORCE.” The Logistics Industry Vocational Skills Forecast Report, launched in 2021, and the forthcoming Port Industry Vocational Skills Forecast Report scheduled for release in 2024 are both highly regarded for their value and influence, encompassing both policy consultation and practical application in terms of skill development within educational institutions and human resource planning for businesses.

The meeting brought together project partners and representatives from various organizations who engaged discussing to propose and determine the key activities that require implementation during the 2024-2025 period. The focus of these activities will center around these areas: Development of LIRC; Implementation of effective and sustainable activities by LIRC in support of institutionalizing the sectoral skills council model; Support for training programs in logistics field, Helping graduates attain the requisite skills for their chosen careers; Enhancement of quality assurance capabilities for VET institutions; and Fostering of skills and inclusive employment opportunities in the logistics field.
